  • California LifeLine Telephone/Wireless Programs

    Discounted Landline Service
    Provides discounted telephone service to qualifying low-income households. Only one home phone line in a household can have the California LifeLine discount unless one of the household members is hearing impaired and uses TeleTypewriter (TTY) equipment.

    Free Wireless Plan
    Offers customers 250 free voice minutes and 250 free texts each month. Customer selects which cell phone provider to use (search available providers by zip code on website). There are no annual contracts or activation fees. Clients will receive a voice mail account, call waiting, caller ID, 911 Access, Nationwide Network coverage and clients can keep their current home or cell phone number. Callers can also inquire about limited time offer of free cell phones.

    NOTE: Only one discount per household for each residential address is allowed. Each household must choose to get the discount either on a home phone or on a cell phone, but not on both. Households cannot get the discount from multiple phone companies. Households that do not follow this rule for one discount per household will lose their discounts.

    Intake and Eligibility: Must meet either eligibility Option 1 or Option 2:

    OPTION 1 - Clients may qualify for either program if they receive one of the following types of aid:
    •Low Income Home Energy Assistance Program (LIHEAP)
    •Federal Public Housing Assistance or Section 8
    •CalFresh, Food Stamps or Supplemental Nutrition Assistance Program (SNAP)
    •Women, Infants and Children Program (WIC)
    •Healthy Families Category A
    •National School Lunch Program (NSLP)
    •Temporary Assistance for Needy Families (TANF)
    •California Work Opportunity and Responsibility to Kids (CalWORKs)
    •Welfare-to-Work (WTW)
    •Greater Avenues for Independence (GAIN)
    •Tribal TANF
    •Bureau of Indian Affairs General Assistance
    •Head Start Income Eligible (Tribal Only)
    •Food Distribution Program on Indian Reservations


    OPTION 2 - Household Size; Annual Income Limits
