- Description: The Placer County Office of Education (PCOE) in collaboration with Child Advocates of Placer County, provides the Independent Living Program (ILP) for Placer County. ILP provides training, services, and benefits to assist current and former foster youth in achieving self-sufficiency prior to, and after leaving, the foster care system.The Placer County Independent Living Program (ILP) delivers high quality services in the community where foster youth are living and learning. Our mission is to promote self-sufficiency among transition-aged youth related to: Personal development and resiliency Employment readiness Job placement assistance Financial independence Education Housing Health careStaff approach all youth work with a lens of trauma-informed care, continually striving to provide environments that are safe, positive, predictable, consistent, and equitable.
