  • Description: Provides specialized telecommunications equipment and network services at no cost to qualified California residents who have difficulty using a standard telephone due to a hearing, vision, mobility, speech, or cognitive impairment. The phones and equipment provided will vary depending on the individual’s impairment and can range from telephones with large buttons, talking keypads or flashing lights to indicate that there is an incoming call, voice activated or photo dialers, TTY or sound amplifying equipment, and more.

  • Hours: The Contact Center is available M-F: 8am-5pm. The application is available online 24 hours a day, 7 days per week.
  • Eligibility: You must be certified as having a permanent or temporary disability and you must: Live in California, have access to or existing telephone service, be certified as having one or more of the following impairments: difficulty seeing, moving, speaking, hearing, learning or remembering, and provide certification of their need by a licensed medical professional on their application. Each eligible individual will only receive one specialized telephone or equipment for use at home. If there is more than one eligible individual in the home, each individual will be able to receive their own specialized telephone or equipment.
