  • Eligibility: The first priority is given to children who are 3 or 4 years old and have been involved with child protective services because they have been neglected, abused, or exploited, or are at risk of such harm. (b) The second priority is for 4-year-old children in a specific order: Children from families with the lowest income. If multiple families have the same income, children with special needs are admitted first. If there are no children with special needs, the family waiting the longest gets priority. (c) The third priority is for 3-year-old children, and they follow the same order as (b). (d) After all the above priorities are met, the program can enroll other children: They can enroll 3- and 4-year-olds from eligible families without checking if they need the service, prioritizing by income, and enrolling 4-year-olds before 3-year-olds. For schools in certain areas, they can enroll 4-year-olds from nearby families without checking eligibility or need, also prioritizing by income.
