Incapacitated and unable to care for your child(ren) for part of the day;
Have a statement from the local county welfare department certifying that the child is receiving child protective services and that child care and development services are a necessary component of the child protective services plan
Or A statement by a legally qualified professional that the child is at risk of abuse or neglect and the child care and development services are needed to reduce or eliminate that risk. - Requirements: Proof of income
